What would a human resources department use to determine the type of compensation package they offer to a prospective employee? Is there a website that the average person can use to make a similar formula to arrive at a ballpark figure?

The salary estimates you can find on the huge job boards (Monster, HotJobs, etc) will give you some rough guidelines – but if you want a better one, contact a local temp agency. Apply. When they question you how much you want to be making, question them to look at your resume and help you figure out what you should be asking. They are going to give you a honest range – because they want you low enough to be able to place you, but high enough to be making money for them! (Most get a % markup)

Unfortunately, often companies DON’T do the comparisons – they just try to hire at the same level or lower than the person they are replacing . . .
